Actual Wording: SOLON SPRINGS SCHOOL DISTRICT RESOLUTION -Resolution Pursuant to 121.91(2m)(hm) & (I), Wis. Stats., to Exceed Revenue Limit and to Cause Submittal of this Resolution to the Electors on a Referendum Basis for Their Approval or Rejection Under 121.91 (3)(a), Wis. Stats. - WHEREAS, the School Board of the Solon Springs School District has determined that it is in the best interests of the students of the District to maintain the current levels of educational programming, expenditures and operations; and Whereas, the State Legislature has generally imposed a revenue limit upon the amount of monies available from state aid and the local property tax levy; and WHEREAS, it is deemed by the Solon Springs School Board to be in the best interests of the District taxpayers to take advantage of the revenue limit exceedence authority under 121.91, Wis. Stats., placed in local school districts under that statue; and WHEREAS, revenue exceedences may either be for a non-recurring or a recurring purpose; and WHEREAS, the Solon Springs School District has the need for a recurring exceedence for the 2016-2017 school year and beyond; and WHEREAS, the need for the Solon Springs School Board and the electors of the School District to authorize a recurring revenue limit exceedence is to maintain current levels of educational programming, expenditures and operations despite state-related budgetary reductions while at the same time recognizing the need to engage in responsible fiscal management of the School District’s resources in recognition of the desire to minimize property tax impacts; and WHEREAS, it is deemed to be appropriate for the School Board to submit to the electors at the next, regular spring primary election, on April 5, 2016, the question of whether or not, and in and for the 2016-2017 school year and continuing thereafter, the revenue limits should be exceeded on a recurring basis. NOW, THEREFORE, BE IT RESOLVED by the Solon Springs School Board that it shall include revenue in its budget starting in the 2016-2017 school year in the amount of $500,000_in excess of the revenue limits imposed under 121.91, Wis. Stats. for the recurring purpose of annually maintaining current levels of educational programming, expenditures and operations despite state-related budgetary reductions while at the same time recognizing the need to engage in responsible fiscal management of the School District’s resources in recognition of the desire to minimize property tax impacts; and BE IT FURTHER RESOLVED that for this purpose the Solon Springs School Board shall add a recurring sum to its tax levy starting in the 2016-2017 school year in the amount $500,000 over and above the revenue cap for each school year, as calculated in accord with the formula under 121.91 (2m)(hm) & (I), Wis. Stats. BE IT FURTHER RESOLVED that pursuant to 121.91 (3), Wis. Stats., this Resolution shall be submitted to the electors of the School District for approval or rejection at a referendum election to be held on April 5, 2016. BE IT FURTHER RESOLVED that the referendum question shall be placed on the ballot in accord with the law and that the School District Clerk shall perform all required duties in relationship thereto. BE IT FURTHER RESOLVED that this Resolution shall not be effective until ratified by the electors upon the referendum election called for in this Resolution. BE IT FURTHER RESOLVED that in accord with 121.91 (3)(a), Wis. Stats., within 10 days after the adoption hereof, the School District Clerk shall notify the Department of Public Instruction of the scheduled date of the referendum and submit a copy of this Resolution to the Department.
