Brief Description: THEREFORE, be it resolved that the Fox Point-Bayside School District is exercising its taxing authority to exceed the revenue limit on a non−recurring basis by an amount the district will spend on new energy efficiency measures and renewable energy products for the 2014-15 school year. The amount to be levied and expended is $399,518.00.

Actual Wording: Resolution Authorizing Revenue Limit Exemptions for Energy Efficiency Improvements WHEREAS, Fox Point-Bayside School District Joint #2 (District) is in need of energy efficiency improvements in district buildings; and WHEREAS, the Board of the District has taxing authority under s. 121.91 (4) (o), Wis. Stats. to exceed the revenue limit on a non-recurring basis to address energy efficiency improvements ; THEREFORE, be it resolved that the Fox Point-Bayside School District is exercising its taxing authority to exceed the revenue limit on a non−recurring basis by an amount the district will spend on new energy efficiency measures and renewable energy products for the 2014-15 school year. The amount to be levied and expended is $399,518.00. The board has identified the following required performance indicators that will measure the energy savings and/or energy cost avoidance in an amount equal to the exemption request and will include a timeline: Energy and operational savings for the project will come from the following energy conservation measures; • installation of variable speed drives (VFD’s) and system reconfiguration on a new hot water pumping package realized through reduction in average pump speed as it will respond to changing heating demand instead of a constant operation • a new rooftop AC unit with R410C, savings are achieved through improved energy efficiency of replaced and/or retrofit condensing units • Installation of new unit ventilators with DDC Controls allowing for control of the system resulting in reduced run times and controlled temperatures. In all improvements above, operational savings will be achieved by not having to repair 20 year old plus equipment that has been replace or upgraded. An evaluation of the energy performance indicators will be included as an addendum in the required 2015-16 school year published budget summary document per s. 65.90, Wis. Stats., and in the school district’s newsletter or in the published minutes of district’s annual meeting. Adopted this 18th day of March, 2014.

Actual Wording: Be it resolved that the school district of Fox Point - Bayside is excercising its taxing authority under s. 121.94(4) (0), Wis. Stats., to exceed the revenue limit on a non-recurring basis by an amount not to exceed $450,000 to be spent on new energy efficiency measures for the 2012-13 school year. The amount to be levied and expended is not to exceed $450,000. the board has identified the following performance indicators that will measure the savings and/or cost avoidance in an amount equal to the exemption request and that will include a timeline: a) reduced energy and operational expenses [attributable to improvements] from 2013-14 and beyond and b) reduced amount of energy required and/or utilized on an ongoing basis. An evaluation of the energy performance indicators will be included as an addendum in the required 2013-14, published budget summary document per s.65.90, Wis. Stats., and in the school district newsletter or in the published minutes of the school board meeting.
