Aid Certification (PI-1505-AC)

The Department of Public Instruction is required by s.121.15(4)(b) Wis. Stats. to certify a General Aid amount to school districts by October 15 of each year. General Aid is comprised of Equalization, Inter-District, Intra-District, and Special Adjustment Aids; however, most districts receive only Equalization Aid. The October 15th General Aid Certification is the level of state General Aid districts will receive in that fiscal year. Districts must use the certified amount when calculating their Revenue Limit Computation in determining property tax levies in November.

New for 2017-18: 3 yr Old Educational Programs

Within the PI 1505 AC there is a screen entitled, "Other." On this screen districts have if applicable, entered dollar amounts for expenditures related to "Cost of Lawsuit Against the State" and "Transportation of Indigent Pupils/Environmental Remediation Loan." These costs have been excluded in the calculation of shared cost in the General Aid formula and for the most part affected only a few districts. For 2017-18 districts are now required to identify expenditures related to costs for "3 Year Old Educational Programs." Specifically, districts on the PI 1505 AC are to identify all costs including salaries, benefits, materials and transportation that have been recorded in Fund 10 that are associated with educational services for non-special education three year old students. Auditors on the PI 1506 AC will now confirm with the district whether or not the district has a program for 3 year old non-special education students and if so, the total expenditure the district incurred in fund 10 associated with the program.

Annual Report data, required under s.120.18 and s.121.15(2) Wis. Stats., taken from the just-ended fiscal year is used to compute the October 15th General Aid Certification. This internet report collects from the district a set of accounts that enables DPI to make the October 15th calculation.

Report opens on Wednesday, July 20, 2022 and is due on Friday, August 26, 2022.

The district and its auditor work in partnership to determine the aid certification data to be entered into this report. Upon district submission of the PI-1505-AC, DPI will review the district's submitted PI-1505-AC data and send an email notification of the report acceptance to both the district and the auditor. The auditor may then complete the PI-1506-AC. The district may amend the PI-1505-AC data until such time that the auditor begins the PI-1506-AC or the due date identified in the box above, whichever is first. The auditors certify the amounts reported on the PI-1505-AC by completing the PI-1506-AC. Once the auditor has submitted the PI-1506-AC, any changes to the data must then be made by the auditor in the PI-1506-AC.

Quick audit reports are embedded within the program. Districts will review and pass through the quick audit reports prior to report submittal.
