Stat. \u00A7 121.91(3)(a) to Exceed the Revenue Limit and to Cause Submittal of this Resolution to the Electors on a Referendum Basis for Their Approval or Rejection\r\n\r\nWHEREAS, the School Board of the Seneca Area School District in the Town of Seneca, Crawford County, Wisconsin has determined that it is in the best interests of the students of the District to exceed the revenue limit to meet certain facility, equipment, and programming needs of the School District; and\r\n\r\nWHEREAS, state law has imposed a revenue limit upon the amount of monies available to a school district from state aid and the local property tax levy; and\r\n\r\nWHEREAS, it is deemed by the School Board to be in the best interest of the taxpayers of the District to take advantage of the revenue limit exceedance authority under Wis. Stat. \u00A7 121.91, placed in local school districts under that statute; and\r\n\r\nWHEREAS, revenue exceedances may either be for a non-recurring or a recurring purpose; and\r\n\r\nWHEREAS, the Seneca Area School District has the need for recurring exceedance for the 2027-2028 school year and thereafter; and\r\n\r\nWHEREAS, the need for the School Board and the electors of the School District to authorize a revenue limit exceedance is the decline in state aid, increasing operational costs, and the need to finance the provision of ongoing services; and\r\n\r\nWHEREAS, it is deemed to be appropriate for the School District to submit to electors at the next regular fall election to be held on November 3, 2026, the question of whether the Seneca Area School District, be authorized to exceed the revenue limit specified in Section 121.91(2m), Wisconsin Statutes, by $500,000.00 in the 2027-2028 school year on a recurring basis and by an additional $470,000.00 in the 2028-2029 school year on a recurring basis for recurring purposes for paying the ongoing operational expenses of the school district. \r\n\r\nNOW, THEREFORE, BE IT RESOLVED by the School Board of the Seneca Area School District that it shall include revenue in its budget for the 2027-2028 school year and thereafter on a recurring basis, a sum not to exceed $500,000.00 in excess of the revenue limits set forth in Wis. Stat. \u00A7 121.91 for the purpose of meeting operational expenses. In addition, the School Board of the Seneca Area School District shall also include revenue in its budget for the 2028-2029 school year and thereafter on a recurring basis, an additional sum not to exceed $470,000.00 in excess of the revenue limits set forth in Wis. Stat. \u00A7 121.91 for the purpose of meeting operational expenses. The total exceedance, including both the 2027-2028 school year exceedance and the 2028-2029 school year exceedance, shall result in a total sum not to exceed $970,000.00 in excess of the revenue limits set forth in Wis. Stat. \u00A7 121.91 on a recurring basis for the 2028-2029 school year and thereafter for the purpose of meeting operational expenses. \r\n\r\nBE IT FURTHER RESOLVED that for this purpose the School Board shall add a -recurring sum for the 2027-2028 school year and thereafter in an amount not to exceed the sum of $500,000.00 over and above the revenue cap for the 2027-2028 school year and thereafter, as calculated in accord with the formula under Wis. Stat. \u00A7 121.91(2m). In addition, for this purpose the School Board shall add an additional \u00ACrecurring sum for the 2028-2029 school year and thereafter in an amount not to exceed the sum of $470,000.00 over and above the revenue cap for the 2027-2028 school year that shall include the $500,000.00 exceedance authorized by this resolution for the 2027-2028 school year and thereafter, as calculated in accord with the formula under Wis. Stat. \u00A7 121.91(2m).\r\n\r\nBE IT FURTHER RESOLVED that the amount of excess revenue designated hereinabove, subject to approval of the electors, shall be added to the 2027-2028 and 2028-2029 school year budgets and successor school year budgets for purposes of calculating the School District revenue limit.\r\n\r\nBE IT FURTHER RESOLVED pursuant to Wis. Stat. \u00A7 121.91(3), this Resolution shall be submitted to the electors of the School District for approval or rejection at the fall election to be held on November 3, 2026.\r\n\r\nBE IT FURTHER RESOLVED that said referendum question shall be placed on the ballot in accord with the law and that the School District Clerk shall perform all required duties in relationship thereto.\r\n\r\nBE IT FURTHER RESOLVED that this Resolution shall not be effective until ratified by the electors upon the referendum election called for in this Resolution.\r\n\r\nBE IT FURTHER RESOLVED that in accord with Wis.
